This is one of the senior positions in the ABU Secretariat, reporting to the Secretary-General. 




Applications will only be considered from candidates with a recognised degree in a relevant field and a minimum 5-10 years’ experience in journalism and publication areas related to broadcasting or print media. The applicant should be a citizen of a country within the ABU region.


  1. The salary for this position will depend on qualifications and experience. If the successful applicant is a non-Malaysian citizen, salary and allowances will be free of income tax in Malaysia.

  2. Annual leave Twenty one (21) working days paid annual leave is offered. 

  3. Medical benefits Group Hospitalisation & Surgical and Group Personal Accident insurance covers will be provided in addition to reimbursement of 70 percent of outpatient medical and dental treatments up to a set amount.

The Asia-Pacific Broadcasting Union (ABU) is an international professional association of broadcasting organisations with more than 275 members located in 69 countries. It services these members from the ABU Secretariat, which is hosted by the Malaysian Ministry of Multimedia and Communications and based in Radio Television Malaysia’s Angkasapuri compound in Kuala Lumpur.
The Secretariat has some 40 staff led by senior experts in the fields of technical, programming, news and sports development.





The Manager, Public Affairs & Communications is responsible for managing the ABU Membership Database the production of the ABU’s quarterly magazine ABU News, the ABU Annual Report, the ABU Members Directory, and the weekly e-newsletter, as well as other ad hoc publications, brochures and flyers that may be required from time to time. The production responsibilities include the writing and editing of stories, sourcing advertising, direction and supervision of the layout of pages and liaising with the printers and other contractors.
Other key responsibilities include the efficient management of the ABU website, member enrolment as well as the ABU Membership Database, organization of the Exhibitions at ABU General Assemblies as well as assisting the ABU Secretary-General and ABU Departments with the implementation of the ABU’s communications strategies as and when required.
The common language of the ABU is English and therefore the successful candidate must demonstrate a very high standard of the English language, both spoken and written.

Position Accountabilties
To publish, according to agreed deadlines, four issues of ABU News each year involving the writing of stories, editing of stories submitted by other staff or ABU Members, liaison with advertisers, layout of pages, proof reading and liaison with printers and other contractors. To solicit stories and advertisements from ABU members and where possible, undertakes interviews with key industry personnel for publication in the ABU News.
Together with the Multimedia Designer, to update the online version of the ABU Members’ Directory as and when required. A print version of the publication is also to be updated, and depending on budget be printed either annually or bi-annually.

To publish other ad hoc publications, such as the ABU Profile Book, the ABU Annual Report, and to produce various brochures, leaflets, banners and backdrops that may be required by other departments for competitions and other ABU activities.

To oversee the maintenance and design modifications of the ABU website, updating of the Latest News pages and other content in the absence of the Multimedia Designer.

To prepare and disseminate the weekly e-news digest that is sent out to the ABU database by e-mail each Friday.

To assist the ABU management to develop a communications plan and implement the ABU’s communications strategies through the preparation of media releases, monitoring of coverage of ABU activities.

To establish personal contacts with ABU Members through the networking opportunities afforded by the annual General Assembly.
To provide coverage of the annual General Assembly by writing articles for ABU News, and to interview individual members at the General Assembly for ‘profile’ features (Interview column) for later issues of ABU News.

To supervise the freelance photographer(s) employed by the ABU at the General Assembly to ensure that sufficient photographs are taken for coverage of all meetings and activities for both the ABU News and Technical Review.

To establish and maintain, with the assistance of the Multimedia Designer, an ABU photo library.

To assist with ABU exhibits, as and when required, at conferences and other industry events, to promote awareness of the ABU and its activities.

To keep abreast of changes in publishing and website technologies, and to present views and/or proposals to the ABU News on ways of improving internal efficiency and the external promotion of the ABU.

To identify work priorities, in consultation with all departments and the ABU Secretary-General where necessary, and to review, record and report progress against planned tasks throughout agreed periods.

To look for ways to streamline and improve processes and procedures used by the publications department.

To establish and maintain professional relationships with staff members in the Secretariat.


To supervise an assigned Multimedia Designer, to provide mentoring developmental advice to that person and report on the performance of the assistant including salary review recommendations.


To supervise temporary staff that may be employed from time to time to assist with any special publications projects


To carry out other duties that may be agreed from time to time with the Secretary-General.


Personal Development
To assume joint responsibility for personal career development by producing a jointly agreed plan identifying key areas that will assist in personal and professional development. Such development should be consistent with the ABU’s overall personnel development goals.





Mandatory: A degree in Journalism, Public Relations, Communications or Media Studies or similar. Excellent written communication skills in English.
Desirable: Grade A journalist with a minimum five years working experience in print or broadcast media journalism.




SELECTION CRITERIA ( Key Requirements ) Experience/Knowledge

- Experience in the production of magazines, including layout and brochure design
- Proven experience in writing and editing news articles for newspapers, magazines or trade publications, in English.
- Proficiency in MS Word, Excel, Access, Power Point, Outlook, web browsers and other software required to perform the duties of the position.
Personal Skills
- A very high standard of the English language, both spoken and written, combined with the ability to write in a style that is easily understood by readers for whom English is a second or third language
- High level interpersonal skills to establish and maintain professional relationships within the organisation, at all levels, and in dealing with ABU members from a wide range of cultural backgrounds and different levels of language skills
- Good PR skills and confidence in dealing with the media and international organisations
- Ability to organise and prioritise work and complete tasks under tight timelines
- Good organisational skills and proven ability to work with minimum supervision.
